THE TEXT

“in which is partially located a national park”…

Bill text, introduced version (I)

A border county that holds part of a national park under 100,000 acres describes very few places, so this aims the grant program at a handful of counties. The caption does say "certain counties," so the narrowness is partly disclosed.

Summary

The park must be under 100,000 acres. That fits a handful of counties.

The bill widens a state grant program for public improvements in unincorporated communities so it covers a second kind of county: one on the international border that holds part of a national park smaller than 100,000 acres. It also slightly tightens the first group, from counties with no more than 3,000 people to counties with fewer than 3,000. A small number of border counties gain eligibility for the grant program, and nothing else in the program changes.
