Summary

Colleges hand out certificates. The credits can’t count toward a degree.

The bill creates the Building Better Futures Program, run by the Texas Higher Education Coordinating Board, which may award money to colleges that offer job-skills and education programs for students with intellectual and developmental disabilities. It covers public and private colleges that have or are seeking federal approval for these programs, and students who are U.S. citizens or lawful permanent residents with a diagnosed disability, with Texas residents admitted first. Participating colleges must run selective admissions and award certificates, the credits cannot count toward a degree, and the board must write rules as soon as practicable.
