Summary

Districts of innovation can’t exempt themselves anymore.

The bill bars Texas school districts from using a teacher without a state certificate or permit as the main teacher for K-5 reading and math, middle school math, and courses that need advanced training to certify in. It also stops districts of innovation from exempting themselves from this rule and from the existing parental notification rules about teachers. Starting with the 2026-2027 school year, affected districts must put certified or permitted teachers in those classrooms and can no longer waive out of telling parents.
