Summary

The Texas Transportation Commission picks, not the governor.

The bill moves the power to appoint the state's public transportation advisory committee away from the governor, the lieutenant governor and the House speaker and gives it to the Texas Transportation Commission. The committee keeps nine unpaid members: three for transit providers, three for riders and three for the general public, and all of them now serve at the commission's pleasure. Current members stay on but can be removed by the commission, and the commission must fill any open seats by January 1, 2026.
