relating to the recovery and reimbursement of certain expenses by an electric utility or a water and sewer utility in a rate proceeding.

Caption from analyzed text · version S.

Summary

Customers pay the first $500,000, plus half of anything above that.

The bill caps how much of their own legal costs electric and water utilities can pass on to customers in a rate case: the first $500,000, plus half of anything above that. It touches electric utilities, water and sewer utilities, the cities that challenge their rates, and the customers who pay those rates. On the ground, regulators must refuse to pass through legal costs above the cap or costs caused by a party's frivolous or stalling tactics, and cities lose reimbursement for those same tactics, starting with rate cases that begin on or after September 1, 2025.
