Summary
Every applicant sees the box. DPS keeps a cut and writes the grant rules itself.
The bill adds a box to Texas driver's license, commercial license and ID card applications, on paper and online, so applicants can give $3 or more to a new grant program. The Department of Public Safety sends the money to a new dedicated state account, keeps a cut for administrative costs, and then grants it to nonprofit groups that support the department and its employees. Starting with applications filed on or after January 1, 2026, every applicant sees the donation option, and nonprofits can apply to DPS for the money under rules DPS writes itself.
