Summary

It meets quarterly, recommends programs and files a report every even-numbered year. That’s the job.

The bill creates the Texas Energy Waste Advisory Committee, made up of the heads of several state agencies and offices plus the chief executive of the ERCOT grid operator, chaired by the utility commission's presiding officer, with the commission supplying staff and meeting space. The committee meets quarterly, gathers information from listed state agencies and organizations, and recommends state programs that could cut electricity demand in the ERCOT market during high-risk hours the commission identifies. It sends the Legislature a report by September 1 of each even-numbered year, is not subject to Government Code Chapters 551 and 552 except that its records stay subject to Section 552.008, and it has no power to order any agency or person to do anything.
