Summary

As long as a licensed originator does the work.

The bill lets a property owner who sells a home and finances the buyer's first-lien loan skip Texas mortgage-originator licensing rules, as long as a licensed loan originator handles all the origination work. It touches home sellers who carry the note for buyers, and it also fixes a cross-reference number in the financial services company rules. On the ground, these owner-financing sellers no longer face the old limit of three loans in 12 months if a licensed professional runs the loan, starting September 1, 2025.
