Summary

Exact license types spelled out so the FBI will approve.

This bill updates Texas law on which state agencies can pull criminal background records, and spells out the exact license types each agency may check so the FBI will approve the access. It touches applicants and holders of many state licenses, including insurance, pharmacy, medical, environmental, fire safety, manufactured housing and motor vehicle licenses, plus health care providers in public benefits programs and some agency employees. On the ground, background requests no longer ask for Social Security numbers, the Pharmacy Board can require fingerprints at license renewal, the health commission can check providers in any public benefits program it runs, and a temporary psychology license is renamed an associate license, all starting September 1, 2025.
