THE TEXT
…“land is surrounded by a fence not less than seven feet in height”…
Bill text, introduced version (I)
The caption reads as a general rule on deer ownership, but the ownership benefit goes only to one class of landowner: those with seven-foot, deer-proof fences. All other wildlife and all other land stay public property.

Summary
The public owns Texas wildlife. Behind a high fence, the deer become the landowner’s.
The bill makes deer the private property of the landowner whose land they are on, as long as that land is enclosed by a deer-proof fence at least seven feet tall. It affects owners of high-fenced land, hunters, and the public, which today owns all wild animals in Texas. Deer behind qualifying high fences would stop being public wildlife and become the landowner's personal property starting September 1, 2025.
