Summary

11 officials, two meetings a year, a report every two years. Public Information Act? Exempt too.

The bill creates the Texas Energy Efficiency Council inside the Public Utility Commission, made up of 11 existing state officials or their stand-ins. The council must meet twice a year, list current energy efficiency programs on state websites, build a search page where consumers can look up programs by address, and send the Legislature a report of recommendations every two years. The council is also exempted from the state's open meetings and public records laws, except that officials keep their own access to its records under Section 552.008.
