Summary
Nonresident sellers can have a Texas distillery produce and sell their spirits.
The bill rewrites the rule that lets an out-of-state liquor seller with a Texas nonresident seller's permit make a deal with a Texas distillery to produce and sell its spirits there. It covers nonresident sellers that own an out-of-state distillery and hold a distiller's and rectifier's permit, or whose affiliate does, along with the Texas distilleries they contract with. Starting September 1, 2025, those sellers can distill, blend, bottle, label and sell their products from a Texas distillery's premises to Texas distillers, Texas wholesalers, and authorized out-of-state buyers.
