A fixed multiplier replaces the highest low-income weight.
The bill changes how much extra state school money a district gets for each homeless student or student in foster care. Instead of tying that extra money to the highest weight used for other low-income students, it sets a fixed multiplier of 2.41 times the basic allotment. School districts serving homeless and foster youth would get that set amount per student starting September 1, 2025.
