relating to Medicaid coverage and reimbursement for emergency
outpatient dialysis treatment provided to certain individuals with
end stage renal disease.
Emergency-only Medicaid patients get scheduled dialysis instead of waiting for a crisis.
The bill tells Texas Medicaid to treat regular outpatient dialysis as an emergency service for people with end stage renal disease who qualify only for emergency-only Medicaid under a cited federal provision. It touches those patients, the hospitals and dialysis facilities that treat them, and the state health commission that pays the claims. Under the bill, these patients could get scheduled dialysis paid for by Medicaid instead of waiting for a crisis, starting September 1, 2025, unless a needed federal waiver delays it.
