Bill text, introduced version (I)

The final one-counselor-per-300-students ratio does not apply until the 2033-2034 school year, about eight years after the session. The first step, a counselor at every school in larger districts, applies right away, so the delay is a phase-in rather than a dodge.

Summary

Every school in 500-plus districts gets one now. New state aid helps pay.

The bill makes Texas school districts with 500 or more students place a certified counselor in every school, not just elementary schools, and then lowers the required ratio step by step to one counselor per 300 students by the 2033-2034 school year. Smaller districts must provide counseling through part-time counselors or shared arrangements, and the enrollment cutoff for that rule moves the same way. The bill also creates a new state aid entitlement to help districts pay for the counselors, but only from money that may be used for the purpose, and it drops the funding preference for districts that got counseling grants the year before.
