Summary

Location at filing counts now, plus the county of emergency pickup.

The bill changes the list of counties where someone can file an application asking a court to order mental health services for a person. It swaps "is found" for "is located at the time the application is filed" and adds the county where the person was picked up under the emergency detention chapter. Starting September 1, 2025, new applications can be filed in any of these counties, giving filers clearer and slightly wider options on venue.
