Caption from analyzed text · version I.

Summary

Hazardous chemical inventories held locally leave the public information law.

The bill makes the hazardous chemical inventory forms, called tier two forms, confidential when a city, county or other local government holds them, so they are no longer open under the Texas public information law. A local government may release a form or its contents only if the state commission has already made that information public, or if the release only names the general class of dangerous goods under a 2024 federal emergency guidebook. Facilities that file these forms, local governments that hold them, and residents who want to know what chemicals are stored nearby are all affected, and the change starts September 1, 2025.
