THE TEXT

“Not later than September 1, 2026, the board shall prepare and submit to the legislature a report on enrollment and success in higher education for students with a disability.”

Bill text, introduced version (I)

The only operative duty is a report due later, ending in recommendations for future action. Any real change for students waits on a future Legislature. The caption honestly says this is a report.

Summary

Report due September 1, 2026. Private colleges can say no. The reporting section disappears September 1, 2027.

The bill orders the Texas Higher Education Coordinating Board to write one report to the Legislature, due by September 1, 2026, on how many students with disabilities enroll in college and how they fare. It touches the board, public colleges and universities, which must hand over data when asked, and private colleges, which the board may ask but cannot compel. Nothing changes for students on the ground: no new service, right or accommodation is created, and the reporting section disappears on September 1, 2027.
