Summary
Public improvement district projects. Up to two-thirds can be public money, still no bids!
The bill lets public improvement district projects skip the competitive bidding and purchasing rules that normally bind cities and counties. The exemption applies whenever at least one-third of a project's cost is paid or secured by special assessments on property inside the district. This means up to two-thirds of a project could be paid some other way, including with public money, and still be contracted without competitive bids.
