THE TEXT
“The department [ applicable permit holder ] shall pay all”…
Bill text, introduced version (I)
The bill moves the full cost of assessing and destroying deer off one class of permit holders and onto the state agency. That is a benefit to that permit class. The caption only says the bill relates to the costs, not who stops paying.

Summary
Permit holders used to pay. Now the department’s budget covers assessment, destruction and disposal.
The bill makes the state parks and wildlife department pay all costs of disease assessments and of destroying deer under this part of the wildlife code, including disposal. Before this, the permit holder whose deer were involved paid those costs. Permit holders no longer foot the bill, and the department's budget does, for any assessment or destruction that starts on or after the effective date.
