THE TEXT

“Notwithstanding any other law, a member of the governing body of a municipality, a member of a school board, an elected county officer, or an individual appointed to fill a vacancy in an elective county office is not required to attend or complete any continuing education training required for the office.”

Bill text, introduced version (I)

The bill rewrites who must provide school trustee and other official training, then this clause lets school board members, city council members and county officers skip continuing education entirely. That undercuts the training duties the same bill reorganizes, though some training, such as for candidates, still applies.

Summary

School boards, city councils, county officers can skip ongoing training. Private vendors lose their role.

The bill removes private and nonprofit trainers from several state training programs, so school board, emergency management, open meetings, public information, cybersecurity and appraisal training must come from the state, a government body, a service center or a college. It also says city council members, school board members and elected or appointed county officers no longer have to complete any continuing education training required for their office, and it repeals several county training rules. On the ground, the agency or attorney general runs or approves the courses, private training vendors lose their role, and many local officials can skip ongoing training starting September 1, 2025.
