The quoted clause creates a new dedicated account inside general revenue, and the same subchapter creates a new authority, its executive committee, an executive director with staff and a salaried nuclear permitting officer. Bill text, introduced version (I)

One named university gets a standing seat on the committee that steers the authority and administers its fund, alongside the two state university systems, and the text gives no stated reason for selecting that institution. The seat is influence rather than a direct payment, so the pattern fires only weakly.

Summary

No reason given for picking that school. Plus a fund for grants to nuclear businesses.

The bill creates a new state body, the Texas Advanced Nuclear Energy Authority, inside the governor's office to plan and promote advanced nuclear power in Texas. The authority is run by an executive committee made up of appointees of the governor, lieutenant governor and speaker, the Texas A&M and University of Texas system chancellors, the president of Abilene Christian University and a nonvoting student ambassador, and that committee hires an executive director and staff, appoints a salaried nuclear permitting officer to walk companies through permits, and reports to the governor and Legislative Budget Board by December 1 of each even-numbered year. The bill also creates the Texas Advanced Nuclear Innovation Fund, which holds only gifts, grants and donations unless the legislature adds money, and can give matching money to state entities and grants to nuclear businesses with an established presence in Texas.
