Summary

No waiting for the city or county to miss its deadline first.

The bill lets any applicant for a plat, permit or similar development document get it reviewed by a licensed engineer or an approved outside reviewer, and lets any landowner get a required inspection done by a certified outside inspector, without first waiting for the city or county to miss its deadline. It touches developers, landowners, licensed engineers, certified inspectors, and the cities and counties that review development plans. On the ground, an outside reviewer's approval counts as if the local government gave it, the reviewer must report results to the local government within 15 days, and the local government cannot make the applicant waive this right or get a second approval from the local government.
