relating to the authority of certain persons to obtain third-party review of plats and property development plans, permits, and similar documents, and the inspection of an improvement related to such a document.

Caption from analyzed text · version I.

Summary

Not only when the city or county misses its deadline.

This bill lets any applicant for a plat, permit, or similar development document hire an outside reviewer at any time, and lets a landowner hire an outside inspector, instead of only when the city or county misses its deadline. It touches developers, landowners, builders, licensed engineers, code-certified inspectors, and local governments that review and inspect development. On the ground, a third-party approval counts as if the local government gave it, the local government cannot make the applicant waive that right or seek a second approval, and the outside reviewer must report results within 15 days.
