Summary
Contractors can’t keep licensed carriers off public property.
The bill requires every contract for the use of government-owned or government-leased property to include a clause barring the contractor from keeping licensed handgun carriers off that property. It covers state agencies, public universities, state courts, counties, cities, special districts and other local governments, along with any business or group that rents or uses their property. Contractors could no longer post the Penal Code 30.06 or 30.07 no-gun signs on public property they use, except where state law already bans carry there, and the rule starts September 1, 2025 for new, renewed, modified or extended contracts.
