Summary

Districts of 5,000 or more can’t give a kid two straight years of uncertified rookies.

The bill bars large school districts from putting a first- through sixth-grade student in a core-subject class two years in a row with a teacher who is both uncertified and in their first year of teaching. It applies to districts with 5,000 or more students, and it blocks those districts from using the state's general waiver process to escape the rule, though the education commissioner can still grant a waiver for extreme circumstances. On the ground, those districts must track teacher assignments so no child gets back-to-back rookie uncertified teachers, unless the parent and a school counselor or administrator agree otherwise or the child is new to the district.
